How the hell do they do that scrolling RDS text

You want an encoder that can do "scrolling PS" - some receivers really don't like it though, maybe more bother than it's worth

Just wondered how to do it. I've seen it a few times but also noticed it's a bit hit n miss.
Apparently it is used more in USA.

Yeah, I have a Roberts radio that doesn't like it, sometimes combines parts of two words with amusing results

The pira RDS encoders had a tick box to scroll the message

we used it but was hit and miss stereotool does it all with a 192kbs soundcard we had encoders tho
